Searching for government jobs in Qatar usually leads to the same big names: Qatar Foundation, Hamad Medical Corporation (HMC), Primary Health Care Corporation (PHCC), Ashghal and Ooredoo. They are often grouped together as “government” employers, but they are not run the same way. They have different legal structures, different hiring portals and different eligibility rules. A route that works for one does not work for the others.

The short answer: apply through each organization’s own careers channel, and check eligibility on each vacancy. Kawader, the national employment platform, serves Qataris and children of Qatari mothers. Non-Qatari applicants usually apply directly to an employer: HMC, PHCC, Qatar Foundation and Ooredoo all run public recruitment portals. Some vacancies and many development programs are reserved for Qatari nationals, and job adverts state this in different ways. No portal guarantees an interview, and no genuine employer charges a fee to apply.

Government vs semi-government jobs in Qatar: why these five employers differ

“Semi-government” is an informal label, not a legal category. It is used loosely for public corporations, state-owned companies and organizations founded by the state. Here is how each of the five describes itself on its own website or in its founding legislation:

  • Qatar Foundation (QF) calls itself a “not-for-profit organization”. It was founded in 1995 by the Father Amir, His Highness Sheikh Hamad bin Khalifa Al Thani, and Her Highness Sheikha Moza bint Nasser. It is not a ministry.
  • Hamad Medical Corporation was established by Emiri decree in 1979. Its website describes it as “the principal public healthcare provider in the State of Qatar”.
  • Primary Health Care Corporation was established by Emiri Decree No. 15 of 2012. It runs Qatar’s public health centers.
  • Ashghal (Public Works Authority) says it was “established in 2004 as an independent body”. The Minister of Municipality is responsible for its overall performance.
  • Ooredoo is a commercial telecom group, Ooredoo Q.P.S.C. Its investor page states that it is 68% owned by Qatar government-related entities, 5% by the Abu Dhabi Investment Authority and 27% free float. Ooredoo Qatar is one of its operating companies.

Hiring rules follow the employer. Qatar’s Civil Human Resources Law (Law No. 15 of 2016) covers civil employees of ministries, government bodies and public authorities and institutions, with listed exceptions. It does not govern a listed telecom company or a not-for-profit foundation, and even public bodies run their own portals.

Where to apply: official careers channels compared

The role families are examples to search for, not a list of current openings. Every link below was checked on 7 October 2026.

Qatar Foundation careers (QF jobs)

What it does: Qatar Foundation runs education, research and community development centers and programs, mainly in Education City. It also hosts several international branch campuses.

Role families to search: research and programs, publications and media, finance, compliance, executive support, marketing and facilities.

Where to apply: on the Qatar Foundation careers page, “Experienced Candidates” links to jobs.qf.org.qa. That address redirects to QF’s Oracle Recruiting Cloud site, titled “QF Careers”. “Fresh Qatari Graduates” links to a separate QF form. The Qatarization page describes university internships for Qatari students (up to two months) and the Al Masar development plan for fresh Qatari graduates.

Eligibility: QF does not state a blanket nationality rule for experienced roles. Read each vacancy for its requirements, and note that the graduate and Qatarization routes are for Qatari nationals.

Application steps: QF’s FAQ says you need to create a profile and attach your CV to apply. It adds that the CV database is searched for future openings and that “only shortlisted candidates are notified”.

Documents and later stages: after an offer, QF processes government approval. Candidates who need residency provide a police clearance from their passport country, attested by the nearest Qatar embassy, have their documents attested and complete the medical and fingerprint steps. QF then applies for the residence permit.

Affiliates recruit separately. Not every Education City job is on the QF portal. Sidra Medicine has its own recruitment site. Hamad Bin Khalifa University lists its own jobs, including those at its research institutes (QBRI, QCRI and QEERI). Weill Cornell Medicine-Qatar links to Cornell’s own job systems. For other partner universities, start from the institution’s official website.

Verification tip: QF’s careers page states that QF, its affiliated centers and approved recruitment suppliers do not charge candidates any fees. It also says offers come from a corporate email address, not free services such as Gmail, Yahoo Mail or Hotmail. An offer that breaks either rule needs checking with QF directly.

HMC careers: Hamad Medical Corporation jobs

What it does: HMC runs Qatar’s main public hospitals and describes itself as the main provider of secondary and tertiary healthcare in the country.

Role families to search: doctors, nurses, allied health, pharmacy and laboratory roles, plus non-clinical work. HMC’s own careers page addresses people interested in “being a clinician, an engineer, an accountant, a driver, or any other career”. So yes, HMC recruits non-clinical staff, although it does not publish a separate non-clinical portal.

Where to apply: start at the HMC Join Us HR page and choose Apply Online. Its only link is “Submit Resume / CV”, which opens HMC’s Oracle iRecruitment site on ebusiness.hamad.qa. The “Staff login” link on the same page is for current employees. External applicants should not use it.

Talent pool or specific job: HMC notes that you may use this link “to send your resume/CV without applying for a specific job”. That places you in a pool, so also apply to named roles when they are advertised. The site showed a human-verification check when we tried it, so we could not review its live listings.

Training routes are separate. Medical internships, residency and fellowship programs are run by HMC Medical Education, not by ordinary HR recruitment. They have their own cycles and eligibility rules, and some pages we saw still referred to the 2024-25 academic year, so confirm the current cycle with the Medical Education office. HMC also has an International Executive Recruitment route for senior posts and a Qatarization section for Qatari nationals.

Documents and requirements: clinical applicants need a professional license from the Ministry of Public Health, explained below. Non-clinical roles follow the qualification and experience requirements in the vacancy.

Verification tip: HMC publishes its recruitment entry point under hamad.qa. If someone sends you a link to “apply” on another domain, or offers to fast-track an HMC job for a fee, compare it with the Apply Online page before you share anything.

PHCC careers: two separate application routes

What it does: PHCC runs Qatar’s public primary health centers, covering family medicine, dental, wellness and community services.

Role families to search: its careers portal groups jobs into categories such as physicians, nursing, dentists, pharmacy, laboratory, radiology, other allied health, ICT, engineering, and administration and support services.

Where to apply: the PHCC careers page offers two routes:

  • “Calling Qatar graduates - Qatari and other nationalities” opens an online application form. The page warns: “Non-Qatar graduate profile shall be automatically deleted.”
  • “All Other Applicants” opens careers.phcc.gov.qa, PHCC’s Oracle iRecruitment portal, where you register and apply.

Who the graduate route is for: graduates of educational institutions in Qatar, whatever their nationality. It is not limited to Qatari citizens. The Arabic version of the page is explicit: it welcomes graduates of the State of Qatar, “Qataris and all other nationalities”, and says files from applicants who did not graduate from educational institutions in Qatar will be deleted. The form lists only universities and colleges in Qatar and asks for a QID number. If you studied abroad, use the “All Other Applicants” portal.

Documents and requirements: the careers page has no document list, so follow the vacancy and portal. Clinical roles require Ministry of Public Health licensing.

Verification tip: the graduate form showed no closing date when we checked. Submitting it registers your interest. It does not confirm that a particular post is open.

Ashghal careers and recruitment

What it does: Ashghal plans, builds and maintains Qatar’s roads, drainage and public buildings.

Role families to search: civil and infrastructure engineering, project and asset management, technical support and shared services.

Where to apply: Ashghal’s Working Environment page says: “If you are interested in working at Ashghal, please visit our recruitment website at http://careers.ashghal.gov.qa”. That site rejected our automated requests from outside Qatar, so we could not see its listings or steps. Open it from that official link and follow the instructions it shows.

Eligibility: Ashghal’s careers pages say it seeks to attract and develop “national cadres”. They describe scholarships, an individual development plan and training programs for Qatari nationals, including a Graduate Development Programme. Ashghal also offers field training. Applicants send the internship application form and an ID copy to internship@ashghal.gov.qa, and priority goes to undergraduates who must complete field training. The pages do not set out a general rule for non-Qatari applicants, so read each vacancy instead of assuming either way.

Three routes that are often confused:

  • Jobseekers use the recruitment website above.
  • Recruitment agencies use the Recruitment Partners page. Ashghal looks for international partners to source executives and professionals. This route is for agencies, not individual applicants.
  • Companies and suppliers use company registration and e-tendering. Ashghal states that registration “does not mean or guarantee your business engagement”.

Contractor jobs are not Ashghal jobs. Most people on Ashghal sites work for contractors and consultants. If a contractor hires you for an Ashghal project, your employer is that contractor, not Ashghal. Check the employer name on your offer letter, contract and visa paperwork.

Verification tip: an advert for an “Ashghal project” on one of the job sites in Qatar is usually a contractor vacancy. Find the hiring company’s name and apply through it.

Ooredoo Qatar careers vs Ooredoo Group jobs

What it does: Ooredoo Group owns telecom operators in several countries. Ooredoo Qatar is the Qatar operating company, wholly owned by the group according to Ooredoo’s ownership structure document.

Role families to search: network engineering, digital platforms and ICT products, automation, data, sales, finance, legal and HR.

Where to apply: the Ooredoo Qatar careers page has a “Careers Login” link to Ooredoo’s recruitment system on ooredoo.sniperhire.net. The Ooredoo Group opportunities page lists vacancies in a table with Job ID, title, Company, Field, Location and Closing date. Group roles link to careers.ooredoo.com and operating-company roles link to the sniperhire system.

Group vs Qatar vacancies: the list mixes Ooredoo Group, Ooredoo Qatar and other operating companies. When we checked, it included roles in Qatar, Kuwait and Palestine. Read the Company and Location fields before applying.

Eligibility: restrictions can appear in the job title. On 7 October 2026 the list included “Director - Corporate Legal (Qatari National)” at Ooredoo Group. If a listing shows no restriction, that does not prove it is open to everyone, so read the full job description.

Verification tip: check the closing date on the job’s detail page as well as the list. In one case we saw, the list showed a later date than the detail page.

Kawader Qatar: who can register and how it differs

Kawader is the national employment platform run by the Civil Service and Government Development Bureau (CGB). The government service page for registration on the Kawader platform lists these conditions:

  • aged between 18 and 60
  • the service is available to “Qataris or children of Qatari mothers”
  • not retired, not currently enrolled in undergraduate studies and not a government scholarship recipient

Documents include the Qatari ID, academic certificates (with equivalency if obtained abroad), training and experience certificates, and a clearance from your last employer in Qatar if you have worked before. Registration is free.

Registering is not applying. A separate service, application for a government job, requires an active Kawader account. You may submit no more than five applications, and your CV must match the job requirements. A Kawader profile alone does not put you forward for any vacancy.

Priority order in law: Article 13 of the Civil Human Resources Law No. 15 of 2016 (Arabic text on Al Meezan) requires Qatari nationality for appointment. If no Qatari candidate is available, priority goes in this order: children of a Qatari mother, the non-Qatari spouse of a Qatari, GCC nationals, Arab nationals, then other nationalities. The law has been amended since 2016, so check the current text before relying on it for a specific case.

Other recruitment channels

Private-sector Qatarization is a separate track. Law No. 12 of 2024 on localizing private-sector jobs covers commercial companies, including state-owned and state-participated ones, and targets Qataris and the children of Qatari women.

A site called “Qatar Talent Gateway” (talentgateway.mawared.qa) describes itself as a project within the Mawared government HR system, under the CGB, focused “exclusively on connecting non-Qatari talent” with public-sector jobs. On 7 October 2026 it listed a few Arabic-language vacancies, mostly with the Ministry of Public Health. We could not find it linked from an official government website or announced by official news, so we have not linked to it. If you use it, confirm the vacancy with the hiring entity through that entity’s own website before sharing documents.

Government jobs in Qatar for foreigners, overseas applicants and fresh graduates

There is no single rule. The official pages show:

  • Open recruitment portals: HMC, PHCC (All Other Applicants), Qatar Foundation and Ooredoo all run public portals. None of them states a blanket restriction to Qatari nationals, but individual vacancies can be restricted.
  • National-only routes: Kawader, QF’s fresh graduate and Qatarization routes, Ashghal’s development programs and some job titles are for Qatari nationals, sometimes extended to children of Qatari mothers.
  • Ministry roles: the Civil Human Resources Law gives Qataris priority. Non-Qatari appointments are possible under the priority order, but you should not expect open access. For police and military service, see our guide on applying for a police job in Qatar.
  • Fresh graduates: a Qatari graduate has the most structured routes (Kawader, QF Al Masar, Ashghal programs). A non-Qatari who graduated from a university in Qatar can use PHCC’s Qatar graduates route. Graduates of overseas universities apply through the standard portals.
  • Overseas applicants: the HMC, PHCC, QF and Ooredoo portals can be reached from abroad. Some programs, such as HMC’s medical internship, require you to be in Qatar before the start date.

Visas are not promised. When an employer hires someone from abroad, it arranges the work entry and residence process after the offer. No portal promises sponsorship to applicants. Healthcare jobs: applying is separate from licensing

For clinical staff, getting hired and getting licensed are separate processes. Licensing is handled by the Ministry of Public Health’s Department of Healthcare Professions (DHP), which regulates practitioners who wish to work in Qatar.

  1. Job application: through the employer’s portal (HMC, PHCC or another facility).
  2. Primary source verification: the DHP says practitioners must apply for verification of their credentials through an approved provider before applying for evaluation, and attach the report. The applicant applies and pays.
  3. Qualifying exam, where applicable: the DHP qualifying examination page lists the categories that must pass a computer-based exam. Some qualifications exempt holders from it. For example, the DHP nursing guideline exempts nurses who passed NCLEX within the previous five years.
  4. Evaluation: you apply for evaluation online, then the employer’s representative reviews and submits the application. The DHP nursing guideline describes this status as “Pending with Employer”.
  5. Licensing: a separate request after evaluation. The nursing guideline lists requirements such as a QID (sponsored by the employer for employer-sponsored practitioners), a Ministry of Interior police clearance, a medical report and CPR certification. The facility must also be licensed.
  6. Immigration and work authorization: handled through the employer and Qatar’s immigration process, not by DHP.

The requirements differ by profession. Read the DHP guideline for your profession on the How to Register page. Non-clinical staff such as accountants or IT specialists do not need clinical licensing, though some regulated fields, such as engineering, have their own registration rules.

How to apply for government jobs in Qatar: step by step

  1. Shortlist roles and employers that match your qualifications. Use the comparison table above.
  2. Check eligibility on each vacancy: nationality wording, residency, qualifications, experience and any professional license. Do not assume a missing field means “open to all”.
  3. Verify the vacancy on the official careers page, using the link from the employer’s own website, and check the closing date.
  4. Tailor your CV to the job description, using its terms where they honestly fit your experience.
  5. Create a profile if the portal requires one, and complete it fully.
  6. Apply to the specific vacancy. Know the difference between a talent-pool submission (such as HMC’s CV option or PHCC’s graduate form) and an application to a named job.
  7. Save your confirmation: take a screenshot or keep the email, and note the job ID.
  8. Track your application only through the portal or official email. QF says only shortlisted candidates are contacted, so silence usually means you were not selected.

Documents and CV checklist

Only gather what the vacancy or portal asks for. Typical items are:

  • an up-to-date CV in English (Arabic is useful for some public-sector roles)
  • degree and transcript copies, with equivalency or attestation if the employer or process requires it
  • experience letters with dates and job titles
  • professional licenses or registrations, for regulated roles
  • a passport copy or QID copy when the employer formally requests it, not in your first message

Do not post full passport, QID or bank numbers in public profiles. Attestation and police clearances usually come after an offer, as QF’s process shows.

Salary, benefits and employment terms

There is no single government salary scale covering these five employers. QF, HMC, PHCC, Ashghal and Ooredoo each set pay through their own grading and contracts. Some benefits are published: HMC’s benefits page lists a tax-free salary, housing, furniture and transport allowances, 35 to 50 paid vacation days a year depending on the role, and an annual ticket. Your rights depend on the framework covering your contract. Private-company employees, including Ashghal contractors’ staff, are generally under the Labour Law and can check their employment contract in Qatar online and use the Qatar labor complaint process. Civil servants and some public-body staff fall under different rules and grievance routes, so ask your HR department which framework applies to you.

Recruitment scams to avoid

  • Fees: genuine employers do not charge for applications, interviews or offers. QF says so explicitly.
  • Guaranteed jobs: no agent can guarantee a post at HMC, QF, Ooredoo or a ministry.
  • Look-alike domains and free email: check that links lead to the official domains in this guide. QF says its offers come from a corporate address, not Gmail, Yahoo or Hotmail.
  • Unverified contacts: treat WhatsApp numbers or personal emails claiming to be “HR” with suspicion until you confirm them on the official site.
  • OTP requests: never share a one-time password, Tawtheeq or banking code with a recruiter.
  • Early document requests: passport scans, bank details or “visa processing” payments before a verified offer are warning signs.

Report online fraud to the Ministry of Interior’s Economic and Cyber Crimes Combating Department through the Metrash app or the contacts the Ministry publishes. If you are outside Qatar, report it to the police in your country as well.

Can foreigners apply for government jobs in Qatar?

Yes, at many public and semi-government employers. HMC, PHCC, Qatar Foundation and Ooredoo all run public recruitment portals, but individual vacancies can be restricted to Qatari nationals. Who can use Kawader?

The official service page says Kawader registration is available to Qataris and children of Qatari mothers aged 18 to 60. How do I apply to Qatar Foundation?

Go to qf.org.qa/careers. Experienced candidates use the Experienced Candidates link to jobs.qf.org.qa, create a profile and attach a CV. Fresh Qatari graduates use a separate form. Sidra Medicine, HBKU and the partner universities recruit through their own websites.

Does HMC recruit non-clinical staff?

Yes. HMC’s careers page addresses people interested in being a clinician, an engineer, an accountant, a driver or another career. Applications go through the Apply Online page on hamad.qa. Medical internships, residency and fellowships are handled separately by HMC Medical Education.

Who should use PHCC’s Qatar graduates route?

Graduates of educational institutions in Qatar, of any nationality. PHCC’s page says the route is for Qatari and other nationalities and that profiles from people who did not graduate in Qatar are deleted. Everyone else should use the All Other Applicants portal at careers.phcc.gov.qa.

Can I apply to Ashghal from abroad?

Ashghal directs jobseekers to its recruitment website, careers.ashghal.gov.qa. Its careers pages focus on developing national cadres and do not set out a general rule for overseas applicants, so check each vacancy. Many roles on Ashghal projects are with contractors, who hire under their own company names.

How do Ooredoo Qatar and Ooredoo Group jobs differ?

Ooredoo Group is the parent company and Ooredoo Qatar is its Qatar operating company. The vacancy list on ooredoo.com includes jobs at Group, Ooredoo Qatar and other countries’ operators, so check the Company, Location and Closing date fields, and any nationality wording in the title.

Does registration guarantee an interview?

No. A Kawader profile, an HMC CV submission or a PHCC graduate form only puts your details on file. You still need to apply for specific vacancies and meet their requirements, and employers such as QF contact only shortlisted candidates.

Are work visas provided?

When an employer hires an overseas candidate, it normally handles the work entry and residence permit process, as QF describes on its careers page. No employer promises a visa to every applicant, and a genuine employer will not ask you to pay for one.

Do healthcare workers need a license before applying?

Not necessarily before applying, but clinical staff need a Ministry of Public Health license to practice. The process includes credential verification, a qualifying exam for some categories, evaluation with the employer’s approval, and then licensing. Requirements vary by profession.
