Qatar removed the requirement for private sector workers in September 2018, then extended that removal to almost everyone else in January 2020. Two narrow exceptions survive: members of the armed forces, and a small number of business-critical staff whom an employer names in advance, capped at 5 percent of its workforce. Domestic workers do not need permission either, but they are expected to tell their employer at least 72 hours before they travel.

How Do I Check If I Need an Exit Permit?

MOI files what most people call the Qatar exit permit inquiry under the label Leave Notification, which is why searching the portal menu for "exit permit" can be confusing. The steps below follow the menu as it appears on the portal today.

Exit Permit Required or Not: What Your Result Means

Your Qatar ID number is the only identifier the inquiry needs. You do not need a login, password or your sponsor’s ID. The check can show whether a leave notification record exists and information such as its expiry. It does not show court or security travel bans, unpaid traffic fines, or whether your residence permit is close to expiry.   • No record is found. This is the usual result. No leave notification exists because none is needed, so you can travel without asking your employer. Make sure all 11 digits were entered before relying on it.
  • A record is shown. A leave notification has been filed for you, and the page may show details such as its expiry. If you did not expect this, ask your HR team whether you were placed on the approved 5 percent list.
  • You are unsure about the 5 percent list. Names are submitted to the Ministry of Labour in advance and then recorded with MOI, so your employer can tell you whether you are on it.

Checking Through the Metrash App

MOI’s mobile app carries inquiry and travel-related services alongside the web portal. The old Metrash2 app was discontinued on 1 March 2025 and replaced by the redesigned Metrash app. Because menus can change with app releases, the MOI web inquiry is the most stable public route and needs no login. Is an Exit Permit Required to Leave Qatar in 2026?

For almost everyone, no. If you hold a valid Qatar ID, are employed under an ordinary contract and have no legal case against you, you can book a flight and leave without asking your employer for permission and without a No Objection Certificate. The exceptions are limited and defined in advance rather than decided at the airport.

What Is a Qatar Exit Permit?

An exit permit is clearance from the Ministry of Interior allowing a sponsored expatriate to leave Qatar. Under the old sponsorship arrangement, the employer or personal sponsor had to request it, which meant travel depended on someone else agreeing to it.

That is no longer how the system works for the vast majority of residents. In MOI’s own service menu, the surviving process is called a Leave Notification, and it is the employer or establishment that files it, not the worker. The phrase "exit permit" is still widely used while the actual government service carries a different label.

Who Still Needs Permission to Travel?

Only two groups fall inside the remaining requirement: members of the armed forces, and staff on an employer’s approved 5 percent list. An employer may ask for a small group of workers to keep needing prior approval before traveling because of the nature of their roles. The request goes to the Ministry of Labour, and the total cannot exceed 5 percent of the establishment’s workforce.

A court, public prosecution or security travel ban is different from an exit permit. Such a ban stops departure regardless of employment category and cannot be lifted by an employer.

Who Can Leave Qatar Without Permission?

Domestic Workers: Notice, Not Permission

Domestic workers in Qatar do not need their employer’s permission to travel. That requirement was removed in January 2020. What remains is a notice duty, not a permission duty: domestic workers are required to notify their employer at least 72 hours before departure. The stated purpose is to give both sides time to settle wages, tickets and end-of-service matters. An employer cannot convert that notice into a veto.

Employees Under the Labour Law

For workers covered by the Labour Law, the 2018 reform established that an expatriate may leave Qatar temporarily or on final exit without the employer’s consent. Leaving the country and leaving the job are different things: your contract still governs notice periods, approved leave dates and end-of-service entitlements. Traveling without agreeing leave is a contractual issue, not an immigration one.

An employer cannot create an exit permit requirement after the fact. The 5 percent designation has to exist in advance in the system.

What Is the 5 Percent Critical Employees Rule?

The rule lets an employer keep a limited group of staff on prior approval for travel. Companies submit the names and details of the workers concerned to the Ministry of Labour, and the number cannot exceed 5 percent of the total workforce. Approved names are recorded in the Ministry of Interior’s system. The exception is intended for senior or business-critical roles where an unplanned absence would genuinely disrupt operations.

How Employers File a Leave Notification

This section only matters if you fall into a category that still requires one. Where a permit applies, the request is filed by the employer or establishment rather than the worker. Hukoomi describes the service as one where establishments request a travel notification from the Ministry of Interior for expatriates they recruited, allowing them to leave Qatar within a specified period. The application form is available through MOI’s Leave Notification Application Form under Exit & Entry Permits and through Metrash.

Once the employer submits the form, the notification is recorded electronically. Since 2017 the service has been paperless, so the worker does not need to show a printout to immigration officers at the airport.

Does a Leave Notification Cost Anything?

There is no universal exit permit fee for expatriates in Qatar in 2026 because most people have nothing to pay for. MOI announced in January 2017 that the leave notification service for expatriate workers is free of charge, and its public service pages do not publish a standard fee. If a permit genuinely applies to your case, confirm any charge at the point of application rather than relying on third-party websites.

How Long Does Approval Take?

Qatar does not publish an official processing time for the leave notification service. The timeframe defined in the reform framework concerns disputes: where a worker is prevented from leaving, the grievance committee is required to decide within three working days. If your situation involves prior approval, begin the process well before your travel date.

Other Things That Can Stop You Leaving Qatar

A clean Qatar exit permit check only tells you about the leave notification record. Departure can still be blocked for reasons the exit permit inquiry does not show, so check these separately before you book a flight.

  • Travel bans. Court, public prosecution and security bans apply regardless of your job and are listed under their own MOI inquiry, not under Exit & Entry Permits.
  • Unpaid traffic fines. Since 1 September 2024, MOI has not allowed people with outstanding traffic violations to leave Qatar through any land, air or sea border crossing until the fines are paid. Fines can be paid in Metrash, on the MOI website or at a traffic department.

What If You Have a Problem Leaving Qatar?

An expatriate who is not permitted to leave can petition the Expatriates Exit Grievances Committee, which is required to decide within three working days. The committee draws on the Ministry of Interior, the labor ministry and the National Human Rights Committee.

If the underlying issue concerns wages, end-of-service pay or a withheld passport, use the Ministry of Labour complaint channels and labor dispute resolution committees. Qatar also operates a multilingual workers’ hotline and complaint kiosks.

  • An employer claims you need permission. Unless you are on an approved 5 percent list or in the armed forces, this does not reflect the current framework.
  • A travel ban is mistaken for an exit permit problem. Judicial and security bans are separate and cannot be resolved by an employer.
  • Old instructions no longer work. Guidance referring to Metrash2 or rules from before September 2018 is outdated.
