The Embassy of India in Doha handles passport reissue, Indian police clearance certificates, attestation, visas for travel to India and emergency assistance for Indian nationals. The embassy's location page publishes the address but no map link or coordinates, so search for "Embassy of India, Doha, Al Eithra Street, Onaiza" rather than trusting a third-party pin.
For ordinary enquiries about passports, attestation, PCC or visas, the single published number is 4425 5777 and the consular email is cons.doha@mea.gov.in. These are the right contacts for questions about documents, fees and collection.
Separately, the embassy publishes an emergency help page with two out-of-hours mobile numbers that also take WhatsApp: +974 55647502 for the Consular Attaché (passports, visas, attestation and PCC) and +974 55097295 for the Labour Officer, alongside labour.doha@mea.gov.in for labour and community welfare matters. The embassy is closed on Fridays, Saturdays and gazetted holidays. From its 2026 holiday list, the closures still ahead this year fall on 2 October, 20 October (Dussehra), 8 November (Diwali), 24 November (Guru Nanak's birthday), 18 December (Qatar National Day) and 25 December. Check that list again before a trip, because dates tied to moon sighting can move.
One genuine conflict: the embassy's Working Hours page gives the attestation submission window as 0800 to 1400, while the homepage banner and the revised consular timings notice both give 1200 to 1500. The table above follows the revised notice, the more specific source. If you are travelling far for an attestation, call 4425 5777 first. A separate advisory addresses the morning crush: applications are accepted right up to 11:15, so there is no need to queue from 08:00.

The three schedules differ deliberately. ICC closes on Saturday but opens Friday; ICBF closes on Friday but opens Saturday; the embassy closes on both. That is why many working applicants use the community centres.

Two of these sit outside the counter queue. OCI registration is completed online at ociservices.gov.in, and Indian visa applications begin on the national visa portal, although visa applicants must attend the embassy in person to submit. Do you need an Indian Embassy Qatar appointment?
No. The embassy's appointment page carries a single line: no prior appointment is required, and applicants should walk in on any working day between 08:00 and 11:15 for consular services. The page retains the old booking navigation, which is why several guides still describe a booking flow that no longer applies.
The same answer holds at both community centres, but the detail differs:
Direct embassy submission. Walk in Sunday to Thursday, 0800 to 1115 for passports, PCC and visas, or 1200 to 1500 for attestation and power of attorney.
ICC submission. ICC's consular page and its appointment portal both state that no prior appointment is needed and ask applicants to walk in during the hours above.
ICBF submission. ICBF states that no advance booking is required. It runs a token system during submission hours, and once the daily token limit is reached, token issuance stops for that day, so arriving late in the evening is a risk. Only the applicant may enter the premises, except that a legal guardian may accompany a minor.
Collection. No appointment is needed anywhere. At ICC and ICBF you must bring the original receipt issued at submission.
Emergency cases. Use the WhatsApp and mobile numbers on the embassy's emergency help page rather than queueing.
Indian passport renewal in Qatar
"Renewal" is the everyday word, but the Indian system calls it reissue. You apply for reissue when your passport is close to expiry or has expired, when the visa pages are exhausted, when personal particulars such as name, address, appearance or signature have changed, or when the passport is lost or damaged. Children under 18 hold five-year passports (or until they turn 18, whichever comes first), so minors come back far more often than adults on ten-year booklets.
Note that renewing your Indian passport is a different process from renewing your Qatari residence permit. If your QID is near expiry, handle it separately through the Qatar ID renewal guide; an expiring QID does not automatically block a passport reissue, but the counter does need to see a valid identity document.
Documents required
For an ordinary adult reissue, the embassy's passport information page lists:

Since the move to Global Passport Seva, an ICAO-compliant digital photograph of 630 x 810 pixels on a white background must also be uploaded with the online application, with the face filling 80 to 85 per cent of the frame, no glasses, and head coverings only for religious reasons. The embassy's notice of 30 November 2025 made this mandatory at the point of application, so you need both the upload and a printed photo at the counter. ICC and ICBF offer instant photo services for this reason.
Special cases add documents rather than replace them:
Minors. Annexure D signed by both parents, plus the original passports and QIDs of both parents for verification, and copies of both. For a child who has passed class 10, a copy of the certificate is also asked for.
Newborns. The birth registration form, the original Qatari birth certificate and a copy, and a copy of the marriage certificate where a spouse name is not endorsed.
Lost or damaged passports. An FIR from the Qatar police is mandatory, along with a personal particulars form.
Only Qatar ID holders can submit applications in person, so it is worth taking a moment to check your Qatar ID status before you set out. Sign in black or blue ballpoint; minors and illiterate applicants give a thumb impression.
Step-by-step application
Filling in the form online is not the same as applying. The online stage produces a document; the application only exists once you hand that document across a counter.
Go to mportal.passportindia.gov.in/mission, the Passport Seva portal for Indian embassies and consulates, and click Register. The portal warns you to make sure you have selected the right region before logging in, so set Qatar and Doha where prompted.
Log in through Applicant Login with the user ID and password you created.
On the applicant home page, choose Apply for Ordinary Passport / Emergency Certificate / Police Clearance Certificate / Surrender of Indian Passport / Diplomatic Passport / Official Passport / Identity Certificate and pick reissue plus the reason that fits your case.
Complete the form and upload the required items, including the ICAO-compliant photograph and signature.
Submit online, then take a printout of the submitted form.
Visit the embassy, ICC or ICBF in person with the printout, your originals and your copies, within the submission window for that location.
Pay the fee at the counter and keep the receipt. It is your collection slip and your reference for tracking.

ICWF contribution. QR 7 per passport or miscellaneous service, on top of the fee above. The embassy lists it as a separate line, not as part of the fee.
Tatkal surcharge. Already built into the Tatkal column; do not add it again.
Discount. A ten per cent discount applies to the passport fee for fresh applications only (not reissue) for minors up to age 8 and applicants over 60.
ICC or ICBF service charge. QR 10 per service, charged by the centre.
Optional assistance. ICBF lists QR 20 for form-filling help and QR 20 for an instant photograph. These are optional conveniences, not requirements.
ICC and ICBF publish a single "embassy fee" column: QR 454 for an ordinary adult reissue, QR 632 for a jumbo, QR 329 for a child under 15, QR 452 for a newborn, and QR 150 for a PCC at ICC. Those match the embassy's current table plus the QR 7 ICWF contribution, with the centre's QR 10 charge on top. Guides still quoting QR 282, QR 292 or QR 373 are out of date.
Processing time, tracking and collection
The embassy's passport information page states that fresh and reissued passports are normally delivered on the sixth working day, excluding the day of receipt, and that Tatkal cases are normally delivered the next day for specified emergencies. Cases needing a reference back to India take longer: roughly ten days for a lost passport originally issued in Doha, and considerably longer where the issuing office was elsewhere in India. Treat these as indicative. The same page still carries superseded fee figures, so read its timelines as guidance rather than a commitment.
Tracking depends on where you submitted:
Passport Seva. The mission portal carries a Track your Application option for applications filed through it.
ICC.getappointment.iccqatar.com/track reports Under Process, Ready at ICC, or Delivered. That tells you where the booklet physically is, which is not the same as its status in the Indian system.
For collection, bring the original receipt. At the embassy, passports are handed over between 1400 and 1615; attestation, PCC and visa documents between 1500 and 1615. At ICC and ICBF, collection runs through their own evening hours and needs no appointment.
Embassy versus ICC and ICBF
ICC and ICBF are community organisations working under the patronage of the embassy. They accept and forward applications; they do not issue passports. Whichever counter you use, the passport is issued under the embassy's authority. What each accepts differs:
ICC handles newborn passports, passport renewal and police clearance certificates.
ICBF handles newborn passports and passport renewal for children and adults, but its own page states it is currently accepting only passports expiring within six months. If yours expires later than that, ICBF will send you to the embassy.
Only the embassy handles original education certificate attestation, power of attorney attestation and Indian visa services. Both centres say so explicitly. Any document needing attestation by government agencies in India, or signed in the presence of an embassy official, also has to go to the embassy.
For an ordinary adult or child reissue when you cannot take a weekday morning off, a community centre is the practical choice. For attestation, legal documents, a lost passport or any complication, go to the embassy.
Lost passport and urgent assistance
If your Indian passport is lost or stolen in Qatar:
Report the loss to the nearest Qatar police station and obtain an FIR. The embassy treats this as mandatory for a lost-passport application.
Inform the embassy. The Indian system also requires the loss to be reported to the mission.
Apply for reissue on the Passport Seva mission portal, selecting the lost or damaged category, and complete the personal particulars form.
Submit at the embassy in person during the 0800 to 1115 window, with the FIR, your QID and the lost-passport fee.
If you must travel before a new passport can be issued, ask about an Emergency Certificate, a one-way travel document to India listed at QR 54. Eligibility is decided case by case by the embassy, not by you.

A lost or expired passport does not leave you stranded indefinitely, but the ordinary timelines no longer apply, because these cases involve verification with the original issuing office in India. Use the consular emergency number if you have confirmed, imminent travel.
Common mistakes before visiting
Using an outdated portal. Older guides point to portal2.passportindia.gov.in (the domestic India portal) or the previous embassy.passportindia.gov.in address. Overseas applicants use the mission portal.
Missing the digital uploads. An ICAO-compliant 630 x 810 pixel photograph and signature must be uploaded with the online form. A printed photo alone is no longer enough.
Bringing too few copies. Passport first two, last two and observation pages, plus the QID copy, and for minors the parents' passports and QIDs in original and copy.
Confusing submission and collection hours. The embassy's morning window is for handing documents in. Nothing is handed back before 1400.
Relying on obsolete fees. Several popular articles still quote 2022 figures. The embassy's current table is dated 1 July 2026.
Choosing the wrong channel. Taking a power of attorney to ICC, or a passport expiring in two years to ICBF, means a wasted trip.
Confusing an Indian PCC with a Qatari one. They are issued by different governments for different purposes. An Indian PCC comes from the mission through Passport Seva; a Qatar-issued police clearance certificate comes from Qatar's Ministry of Interior. Employers and foreign consulates usually specify which one they want.
