Tawtheeq (National Authentication System) Qatar: How to Register & Fix Login Issues

Tawtheeq is Qatar's National Authentication System (NAS), the single login for many government e-services. This guide covers registration for residents and visitors, your username, OTP and login errors, password resets, mobile number updates and unsuspending an account, checked against nas.gov.qa.

Tawtheeq Qatar is the government's National Authentication System (NAS): one login that many Qatar e-services use to confirm who you are. Citizens and residents register with a valid Qatar ID (QID) and a Qatari mobile number. People without a valid QID can open a visitor and business representative account with an email address instead. This guide covers registration, signing in, OTP problems, password resets, mobile number changes, suspended accounts and the error messages that stop people most often. Every portal detail was checked on the live NAS self-service portal on 4 October 2026.

What Is Tawtheeq Qatar?

Tawtheeq is the shared login behind a large part of Qatar's digital government. Instead of each ministry running its own username and password system, a participating service sends you to NAS. NAS confirms your identity and then returns you to the service, already signed in.

Hukoomi describes the system as a national identity provider for government online services, offering:

  • Multi-level authentication, using a username and password or a smart ID card
  • Digital signature, so transactions can be signed online
  • Single sign-on, so one login works across participating e-services
  • Standard integration protocols, which is how ministries connect their portals to it

The system launched in March 2019. In practice, most individuals sign in with a password and an SMS verification code.

Is Tawtheeq the Same as NAS?

Yes. Tawtheeq and NAS are two names for the same system. Tawtheeq (Arabic for authentication or attestation) is the brand name, and NAS stands for National Authentication System. Government sites use either: the Ministry of Commerce and Industry's page says "Login with your Tawtheeq account", while Monaqasat asks you to "Log in using your National Authentication Account". Both lead to the same account.

Do not confuse it with Abu Dhabi's Tawtheeq, which is a UAE tenancy contract registration system with no connection to Qatar's NAS. Qatar's Tawtheeq is also separate from Tasdeeq and from document attestation services.

Tawtheeq vs Metrash vs QDI

These three are often mixed up because all of them involve your QID. They are different products run by different bodies.

A Tawtheeq password does not log you in to Metrash, and a Metrash login is not a Tawtheeq account. We found no official announcement that QDI replaces Tawtheeq. The relaunched Hukoomi platform, for example, still names Tawtheeq as its login method.

What You Need Before Registering

The registration page offers two account types, and the requirements differ.

Qatari citizens and residents

  • A valid QID. The form expects an 11-digit number starting with 2 or 3. If you are unsure whether your ID is still valid, check your Qatar ID status first.
  • An 8-digit Qatari mobile number that can receive SMS. Ideally it should be registered in your own name (see the ownership section below).
  • An email address and the personal details requested on the second step.

Visitors and business representatives

The portal describes this option as being for people who do not have a valid QID, meaning they are neither Qatari citizens nor holders of a resident permit. It asks for:

  • An email address, entered twice. It becomes your login name.
  • A mobile number with its country code, chosen from an international list.
  • Your personal details on the following step.

Being able to create a visitor account does not mean every Tawtheeq-enabled service is open to visitors. Authentication only proves who you are. Each service still applies its own eligibility rules.

How to Register for Tawtheeq

The registration flow currently shows four stages: Account type, Personal information, Password and Completion.

  1. Open nas.gov.qa/self-service and confirm that the address ends in gov.qa.
  2. Select Register new user.
  3. Choose Qatari citizens and residents or Visitors and business representatives.
  4. Citizens and residents enter their QID and 8-digit mobile number. Visitors enter their email twice and their mobile number with its country code.
  5. Complete the captcha and select Continue.
  6. Enter the SMS verification code sent to your phone. If it does not arrive, use Send new code once, not repeatedly.
  7. Fill in the personal information step and add your email address if asked.
  8. Create your password on the Password step, following the rules shown on screen.
  9. Finish at the Completion step, then sign in to confirm the account works.

Button labels and the order of fields can change between portal updates. If a screen looks different, follow the on-screen labels rather than these exact words. We could not see the password rules ourselves, because they appear only after SMS verification. Follow whatever the Password step displays.

Mobile Number Ownership: Why an Account Can Be Created but Not Active

The registration page includes this tip: "If the mobile is not under your ownership, your account will be created but not active and you have to contact the call center to activate your account."

So registration can appear to succeed while sign-in still fails. Hukoomi's government data exchange catalogue lists a Customer Mobile Validation Service that checks QID and mobile number pairings with Ooredoo and Vodafone. NAS does not say which check it runs, but the portal's tip makes clear that ownership is checked.

Changing the registered owner with Ooredoo or Vodafone does not guarantee that a Tawtheeq account activates automatically. Never borrow someone else's number to get past verification. The account would be tied to a phone you do not control.

What Is Your Tawtheeq Username?

For citizens and residents, the username is your QID. The registration form labels the QID field "will be used as the user login". For visitor and business representative accounts, it is your email address, which the form says "will be used as your login name".

This explains why sign-in and recovery pages ask for "QID or email". The Ministry of Commerce and Industry's login, for example, has a single Email/QID field. Enter whichever identifier your account type uses. Using your email when your account is QID-based, or the reverse, can produce an invalid username error.

How to Log In to Tawtheeq

You rarely start at NAS itself. The usual path is:

  1. Open the government service you need, such as Hukoomi or Nar'aakom, and choose to log in with Tawtheeq or NAS.
  2. You are redirected to the NAS sign-in pages on nas.gov.qa.
  3. Enter your username (QID or email) and password.
  4. Complete the second step, usually a one-time code sent by SMS, or approval in the Tawtheeq iPhone app if you have registered a device.
  5. NAS sends you back to the original service, signed in.

Holders of a smart ID card and card reader may see a smart card option where a service supports it. If you leave a sign-in page open too long, NAS can show IPUB020: Expired session. The official instruction is to return to the service where you started and try again, and to restart your browser if the problem persists.

Tawtheeq OTP Not Received

If the SMS verification code does not arrive, the cause is usually the number on the account, the phone itself, or the resend limit. Work through these in order:

  1. Check which number the code is going to. The code goes to the number registered on your NAS account, which may be an old number.
  2. Confirm the SIM is active and has signal. Restart the phone if you have recently swapped or moved the SIM.
  3. Check SMS filtering. Some phones move messages from unknown senders into a spam or filtered folder.
  4. Wait before pressing resend. Codes can arrive late, and each resend counts towards a limit.
  5. If you are roaming on a foreign SIM, check that roaming SMS is enabled.
  6. If the old number is gone, stop retrying and use Mobile Number Update.
  7. If the account itself is the problem (not active, suspended or locked), fix that first. Codes will not solve an account-level block.

NAS does not publish how long a code stays valid or how quickly SMS should arrive. Use the timer shown on the page as your guide. If a code is rejected as invalid, enter the newest one: older codes stop working once a new one is sent. A timeout means the code expired, so request one fresh code and enter it promptly.

Maximum SMS resends reached

This message means the resend button has been pressed too many times. A resend interval error is its milder cousin: you asked again too soon. Pressing resend again helps with neither. Close the page, wait, and restart from the service you were using. NAS does not publish the resend limit or the waiting time, so be wary of sites that quote fixed figures. If codes still never arrive, the registered number is the likely problem. Use Mobile Number Update or call 109.

How to Reset Your Tawtheeq Password

  1. Open Reset Password from the NAS self-service homepage.
  2. Enter your username: your QID, or your email for a visitor account.
  3. Select the country code and enter the phone number registered on the account.
  4. Complete the captcha and continue.
  5. Enter the verification code you receive, then set a new password following the rules shown.

The username and phone number must match the account. If you no longer have the registered phone, update the number first, or call 109.

Password Locked, Renewal Required or Too Many Failed Attempts

Password renewal required means the password must be changed before you continue: follow the prompt or use Reset Password. Password locked due to inactivity follows a long period without use. Password locked due to failed logins and Too many failed login attempts follow repeated wrong passwords. For any lock, stop trying passwords, confirm your identifier (QID or email), then use Reset Password or Unsuspend account, whichever the screen indicates. NAS does not publish an automatic unlock period. Do not create a second account to get around a locked one.

How to Unsuspend a Tawtheeq Account

  1. Open Unsuspend account from the self-service homepage.
  2. Enter your username (QID or email).
  3. Select the country code and enter your registered mobile number.
  4. Complete the captcha and select Send verification code.
  5. Enter the code and follow the remaining steps.

If the form does not accept your details, or the account is suspended again straight away, call 109. The portal does not explain why individual accounts are suspended, and repeated failed attempts are only one possible reason.

How to Change Your Tawtheeq Mobile Number

Use Mobile Number Update on the self-service homepage. You do not need to log in first, which matters if you have lost the old SIM. Several guides still tell readers to log in and change the number from a menu, which is no help if the old number cannot receive codes.

  1. Open Mobile Number Update.
  2. Enter your username (QID).
  3. Select the country code and enter your new mobile number.
  4. Complete the captcha and follow the verification steps.

Use a number registered in your own name, for the ownership reasons covered above. The form asks for a QID, so it appears designed for citizen and resident accounts. Visitor account holders who need to change their number should call 109. If your new number is refused, or the update completes but sign-in still fails, call 109 as well.

No phone number is registered for this user account

This message means NAS has no mobile number to send a code to. Add one through Mobile Number Update, or call 109 if the form will not accept it. Do not register a fresh account unless support tells you to.

Phone number or email address already in use

These messages mean the number or email is already linked to a NAS account, quite possibly an older account of your own. Try Reset Password with that QID or email before anything else. If the account is not yours, or you cannot recover it, call 109. QatarVia cannot tell you which account holds the details, and you should not try to find out by trial and error.

User Account Is Not Active, or Identity Has Not Been Verified

User account is not active means the account exists but has not been activated. The cause NAS itself documents is a mobile number not in your name: in that case the account "will be created but not active" until the call centre activates it. A new password will not change that. Call 109.

Identity has not been verified is a different problem from a wrong password or a failed code. It points to the identity check behind the account, not to anything you typed. Changing your password will not fix it. Contact 109 and have your QID or passport details ready. If your residency has recently changed, also confirm that your QID is valid. NAS Server Errors and System Issues

Error connecting to the NAS Server, Some systems are experiencing issues and Authentication attempt failed can point to a problem on the system side rather than with your credentials. Before assuming your password is wrong:

  • Wait a few minutes, then start again from the service you were using.
  • Try opening nas.gov.qa/self-service directly to see whether NAS itself loads.
  • Check whether a different Tawtheeq-enabled service loads normally.
  • Do not keep resetting your password, which can add a lock on top of the original problem.
  • Call 109 if the error continues for several hours or blocks an urgent transaction.

Only treat it as an outage if a government body announces one.

Signed In, but the Service Still Refuses You

Tawtheeq only answers one question: are you who you say you are? Whether you can then use a particular service is decided by that service. You can sign in successfully and still be refused because the service:

  • is only for citizens, residents, companies or another group you are not in
  • needs a separate registration, such as a company profile or a health card
  • needs a permission or role, for example as an authorised signatory for a company
  • has its own outage or maintenance

If NAS shows its own error, fix the account. If you reach the service and it then refuses you, contact that ministry or 109 and name the service. A new Tawtheeq password will not help.

Common Tawtheeq Errors and What to Do

The IPUB020 message was seen directly on NAS. The other messages are commonly reported by users, and their exact wording may vary.

Troubleshooting Order

  1. Confirm you are on nas.gov.qa or a genuine gov.qa service.
  2. Confirm your username: QID for resident accounts, email for visitor accounts.
  3. Check your password, including keyboard language and caps lock.
  4. Use Reset Password instead of guessing repeatedly.
  5. Confirm which mobile number is registered on the account.
  6. If a resend interval or limit appears, wait.
  7. Use Unsuspend account if the account is locked or suspended.
  8. Use Mobile Number Update if your number has changed.
  9. If NAS reports a system issue, retry later.
  10. Call 109 when self-service cannot resolve it.

Is There a Tawtheeq App?

Yes, for iPhone. The TAWTHEEQ app on the App Store is published by the Ministry of Communications and Information Technology and is free. Its listing says it generates one-time passwords on your phone, allows one-tap approval of sign-ins, works for approval when you are online, and can generate a code offline. On first launch, you register your device by signing in to your Tawtheeq account.

Points to note:

  • It is optional. A standard web account works with SMS codes, and you cannot register a Tawtheeq account inside the app.
  • We could not find a current official Android listing. The Google Play link that several guides publish no longer resolves. Do not install Tawtheeq APK files from other sources.
  • The App Store listing showed version 2.3, last updated in September 2021, when we checked.

Smart Card and Digital Signature

Smart ID card sign-in and digital signing are the higher-assurance side of Tawtheeq. They matter mainly to business users, authorised signatories and government systems that need a signed transaction. Some Ministry of Interior e-services also use smart card login. Card reader and middleware requirements are set by the service that asks for them, so follow that service's current instructions rather than older installation guides.

Where Is Tawtheeq Used?

No official public list of every connected service exists, and integration changes over time. These examples were confirmed on official pages:

  • Hukoomi, the government services portal.
  • PHCC Nar'aakom: PHCC states that you must have a Tawtheeq account to use the app. Our Qatar health card guide walks through registering a health card in Nar'aakom.
  • HMC's patient portal, which signs in through NAS with your QID and password.
  • Ministry of Commerce and Industry, whose login asks for your Tawtheeq Email/QID and password.
  • Monaqasat, the Ministry of Finance procurement portal.

The Ministry of Labour portal also signs you in through Tawtheeq. You need it to change sponsorship without an NOC, and the same login is used to file a labour complaint online.

Supreme Judiciary Council e-services work the same way. Sign in with Tawtheeq to check or lift a travel ban. Not every inquiry needs a login, though. The QID status check on the MOI portal works without one.

Tawtheeq and Hukoomi

MCIT launched the new and enhanced Hukoomi platform on 16 June 2026. According to Qatar News Agency, users can access it at hukoomi.gov.qa and log in using the National Authentication System, Tawtheeq. Hukoomi is the service portal and Tawtheeq is how you sign in to it. There is no separate Hukoomi password to create. If you cannot log in to Hukoomi, troubleshoot your Tawtheeq account.

Security: Spotting Fake Tawtheeq Sites and Messages

Tawtheeq protects access to your government records, which makes it a target for impersonation. On 7 March 2026, Qatar's National Cyber Security Agency (NCSA) warned that legitimate Qatari government websites always end in gov.qa, and that lookalike addresses such as "gov-qa.com" may be used for phishing. The official NAS self-service portal is at nas.gov.qa.

  • Never share your Tawtheeq password or any one-time code, including with someone who says they are from a ministry or 109.
  • No one needs your bank card details to activate or unlock a Tawtheeq account.
  • Check that the address ends in gov.qa before you type your QID.
  • Do not follow links in unexpected SMS, WhatsApp or social media messages about your account. Type the address yourself.
  • Do not pay unofficial agents to recover or activate an account. Every recovery option on the portal is free to use.
  • Install the app only from the official App Store listing, and never from an APK file.

QatarVia will never ask for your QID, password or OTP.

Tawtheeq Support and Contact

  • 109: the Qatar Government Contact Center. Hukoomi describes it as the official unified hotline supporting e-government services 24/7, open to companies, citizens, residents and visitors. This is the number to call for activation, suspension and number problems.
  • (+974) 44069996 and sharedservices@mcit.gov.qa: listed on Hukoomi's Tawtheeq page for further information about the system, through the Ministry of Communications and Information Technology.

Several other guides still publish an older address on the former MOTC domain. Use the contacts above. When you call, have your QID (or account email), registered mobile number and the exact message you see ready. Never read out your password or a code.

Summary
